In general, consultant is very experienced person,who is familiar with every aspect of the related field e.g. if someone is there who is IT consultant, then he must have a good experience about IT and should be able to answer each and every question related to IT field.
He must know how to setup an IT business or firm, how to employ the IT services for the development if one's business and other like questions.

In simple words a Consultant is an expert helper.
Consulting is a process of helping someone with information or advise

In general consultant can be of any field,But is an expert of that specialised particular field , like in psycology. Medical,IT,Advocacy,Business,literature and so on. Who can answer any question related to that field upto the mark of the questionare.
Who is able satisfy the opposite person sitting or questioning in any mannar to the related field.
